Serving Colorado Medicaid Clients

Colorado’s Medicaid In-Home Support Services (IHSS) and Personal Care (PC) programs provide vital support not only for low-income elderly individuals but also for those who are blind, disabled, have a brain injury, or are dealing with mental illness. These programs can help pay for essential care and allow family caregivers to be compensated for their services. In addition, caregivers can receive the same benefits as agency-employed caregivers, including paid leave, health insurance, life insurance, dental and vision insurance, 401k, and more.

Where Family Care Meets Professional Support

Within the Colorado Medicaid and IHSS programs, clients have the power to choose their own agency-based attendants and direct their own care. You have control over hiring, scheduling, managing, and supervising your caregivers, ensuring the best possible support for your unique needs.

Who Benefits from IHSS in Colorado? 

IHSS is designed for individuals who require medical or personal care to remain independent in their homes. Whether recovering from surgery, managing a chronic illness, or needing assistance with daily living tasks, IHSS ensures that individuals can receive comprehensive care at home.

IHSS Services Include:

  • Personal Care and Assistance: Help with Activities of Daily Living (ADLs) such as dressing, bathing, and eating

  • Respite Care: Temporary relief for family caregivers

  • Household Services: Meal preparation, laundry, and light housekeeping.
  • Other Services: Medication management, accompaniment to doctor’s visits, bowel and bladder care, and protective oversight.

What are the requirements to qualify for IHSS?

To qualify for IHSS, individuals must have Medicaid insurance and an eligible waiver that supports in-home care. The following Medicaid waivers support IHSS:

  • HCBS-EBD (Elderly, Blind, and Disabled)
  • HCBS-SCI (Spinal Cord Injury)
  • Brain Injury Waiver
  • CMHS (Community Mental Health Support)

How do the waivers differ from one another?

HCBS-EBD (Elderly, Blind, and Disabled)

  • Must be 18 years or older.
  • Individuals aged 18-64 must be blind, have a physical disability, or have an HIV/AIDS diagnosis.
  • Those 65 and older must have a significant functional impairment.
  • Income must be less than three times the current Federal Supplemental Security Income (SSI) limit per month, or the individual must qualify through the Health First Colorado Buy-In Program for Working Adults with Disabilities.

HCBS-SCI (Spinal Cord Injury)

  • Must be 18 years or older
  • Must have a diagnosed condition
  • Must have been assessed with a significant functional impairment
  • This waiver includes services such as acupuncture, chiropractic care, and massage therapy

Brain Injury Waiver

  • Must be 16 or older with a brain injury that occurred before age 65.
  • Diagnosis must fit specific categories—contact your local Case Management Agency for details.
  • Income must be under three times the current Federal SSI limit.
  • Countable resources: less than $2,000 if single, $3,000 if married.
  • If you don’t meet these limits, you may qualify through the Health First Colorado Buy-In Program for Working Adults with Disabilities.

CMHS (Community Mental Health Support)

  • 18 years or older with severe and persistent mental health needs.
  • Must need assistance with one or more Activities of Daily Living (ADLs).
  • Currently has or, within the past year, had a diagnosable mental, behavioral, or emotional disorder meeting DSM-5 criteria.
  • Disorder is episodic, recurrent, or persistent, impacting functional abilities and interfering with major activities.
  • Does not include intellectual or developmental disorders, or substance use disorder without a co-occurring severe and persistent mental health condition.
  • Financial criteria as mentioned in Brain Injury Waiver
